Abstract

The current study aims to uncover the nature of the functional shift in the role of intelligence and to identify the core benchmark utilized in evaluating the success of intelligence operations. Furthermore, it explores the potential of modeling Tetlock and Gardner’s (2015) commandments of superforecasting through realistic and hypothetical scenarios to design a training program capable of enhancing the efficiency of intelligence personnel in the future. The findings reveal that the functional role of intelligence has evolved beyond the traditional frameworks of secrecy and data collection, pivoting toward guided openness and the formulation of forecasts grounded in quantitative estimates and precise probability ratios. Additionally, the results confirm that the ultimate benchmark for successful intelligence work lies in the capacity for superforecasting, which relies on prioritizing tasks, decomposing complex problems, updating assumptions, and strictly adhering to numerical data and probabilities distancing itself from speculations built on random guesswork. Finally, the study demonstrates the feasibility of modeling Tetlock and Gardner’s (2015) superforecasting commandments through Hypothetical and real-world scenarios to construct a structured training framework that advances the predictive capabilities of intelligence practitioners.
