Abstract

The study examines expert advisory systems and their applications in decision-making within university institutions, with a particular focus on Northern Technical University; the Mosul Administrative Technical College was taken as a case study. Expert advisory systems, considered a key component of artificial intelligence applications, analyze the capabilities of experts in specialized domains and provide recommendations and solutions based on structured knowledge foundations for organizations.

Accordingly, this research analyzes the role of expert systems through five stages of accurate decision-making within the university environment. It also proposes the development of an integrated expert system framework tailored to administrative and academic decision-making at Northern Technical University. This framework encompasses student admissions, teaching load distribution, faculty performance evaluation, and academic scheduling management.

The findings indicate that implementing expert systems at Northern Technical University could improve the quality of administrative decisions by up to 70%, reduce decision-making time by 55%, increase decision accuracy by 20.97%, enhance consistency in similar cases by 53.45%, and raise user satisfaction by 37.7%.
