Agricultural Investment and its Role in Economic Diversification in the Al-Jawf Region under Saudi Vision 2030

Abstract

This report analyzes the state of economic development in the Al-Jouf region during the 2020–2030 period, focusing on the agricultural sector's role in driving economic growth, improving key economic indicators, and the resulting impact on the region. The study reveals that Al-Jouf possesses significant economic and agricultural assets, establishing it as one of the Kingdom of Saudi Arabia’s leading agricultural regions—particularly in the production of dates, olives, and other crops.

The report concludes that agricultural investment has directly contributed to enhancing local economic performance. It helped lower regional unemployment rates by creating both direct and indirect job opportunities within agricultural activities and related industries. Furthermore, it boosted income levels and purchasing power—driven by increased agricultural productivity and the profitability of agricultural enterprises—while also stimulating commercial activities and services linked to the sector.

The findings also indicate that the expansion of agricultural production bolstered economic stability and mitigated inflationary pressures by increasing the local supply of food commodities and reducing import dependency, thereby supporting regional food security. Additionally, Al-Jouf witnessed significant growth in investment volumes and development projects—supported by government funding and agricultural infrastructure improvements—which enhanced the region's appeal as a promising investment hub. The report indicates that the agricultural sector's contribution to non-oil GDP has seen gradual growth in recent years, driven by the expansion of agricultural production, associated manufacturing industries, and logistics services—aligning with the Kingdom's Vision 2030 goals of economic diversification and enhanced private sector participation.

To interpret these findings, the report draws upon several economic theories—most notably Hirschman’s theory of unbalanced growth, Marshall’s theory of economic agglomeration, and Perroux’s growth pole theory. These theories underscore the importance of a leading economic sector capable of stimulating other sectors and driving regional development.
