Challenges Facing Digital Transformation in Saudi Government Institutions

Abstract

This study aimed to analyze the reality of digital transformation in Saudi government institutions, identifying the factors influencing its success and the challenges it faces, with a focus on the role of transformational leadership and digital governance in supporting digitization. The study was conducted in the Kingdom of Saudi Arabia and included a group of government institutions adopting digital strategies within the framework of Vision 2030. The study relied on a descriptive analytical approach, with data collected from 100 participants using an online questionnaire based on a five-point Likert scale, in addition to qualitative interviews with a number of government officials. The results showed that digital transformation enhances operational efficiency and improves public services, but it faces challenges related to a lack of digital skills, resistance to change, and weak integration between government systems. The study also demonstrated that transformational leadership contributes to managing digital change, while digital governance enhances institutional sustainability. Accordingly, the study recommended developing training programs to enhance digital skills, improve digital infrastructure, support transformational leadership, and strengthen digital governance policies to ensure the success of digitization projects.
